This new summer 09' trend takes a page from the big book 80's, by resurrecting the once popular and very sexy shoulder cut-out trend. Another way to accentuate a fresh tan, or express a hot attitude with this look you can transition from flirty to sexy by day and by night.
While popular and high fashion brands put pretty little crystal prices tags on blouses with holes you can simply do it yourself! by using a pair of household scissors and a drappy top that you don't mind sparing.

1 Large pair of fabric cutting scissors
1 (thin fabric) slouch, drappy, loose fitting or over sized 3 1/2- long sleeved tee shirt, blouse or frock
mark the areas of where you would like your shoulder outlets to show, fold the sleeves of your blouse or frock into seam position (sideways fold, as if you were about to iron a seam into the sleeve), take your large fabric cutting scissors and begin to carefully cut elongated ovals into the designated areas.
VOILA! welcome sexy 80's ingenue.
